Sub: Inter State Cultural Exchange Programme & Study Tour-Unauthorised
action of District/ State of Bharat Scouts & Guides Association
Dear Sir/ Madam,
Instances have come to the notice of the Bharat Scouts & Guides that some State Associations or their District Associations in violation to the existing rules of Bharat Scouts & Guides, contact Overseas Countries directly for exchange programme of their Scouts/Guides and Adult leaders or any other programme. One such a case pertains to Satara District of Maharashtra State Bharat Scouts & Guides who have contacted Nepal Scouts directly for a Cultural Exchange Programme and Study Tour. This is a serious violation of existing Rule of Bharat Scouts & Guides. In this connection, attention is invited to Rule 9(c ) Chapter VII of APRO Part I which states:-
“ No member of Bharat Scouts & Guides shall participate, camp, represent in any of the International Event in the Foreign Countries without the prior sanction of the home State Headquarters and the National Headquarters. He/She should carry with him/her an International letter of introduction issued by the National Headquarters.”
You are, therefore, requested to please note that such an unauthorised actions by District/State Association will be a serious violations of existing rules and may render the District/State Associations liable for disciplinary actions as required under Rules
